I agree with Notherwise because he wrote the rules in 'black and white' standard. Those rules are important because if you break even the smallest rule, action will be taken against you. Just like this saying, 'A little punishment dosen't mean no punishment.' That means that a little punishment also counts as punishment and don't always think that you can escape when you break the rules.
